Simply put, China has three core strategic interests.
Paramount among them is the maintenance of domestic security. Historically, when China involves itself in global trade, as it did in the 19th and early 20th centuries, the coastal region prospers, while the interior of China -- which begins about 160 kilometers (100 miles) from the coast and runs about 1,600 kilometers to the west -- languishes. Roughly two-thirds of all Chinese citizens currently have household incomes lower than the average household income in Bolivia. Most of China's poor are located west of the richer coastal region. This disparity of wealth time and again has exposed tensions between the interests of the coast and those of the interior. After a failed rising in Shanghai in 1927, Mao Zedong exploited these tensions by undertaking the Long March into the interior, raising a peasant army and ultimately conquering the coastal region. He shut China off from the international trading system, leaving China more united and equal, but extremely poor.

The current government has sought a more wealth-friendly means of achieving stability: buying popular loyalty with mass employment. Plans for industrial expansion are implemented with little thought to markets or margins; instead, maximum employment is the driving goal. Private savings are harnessed to finance the industrial effort, leaving little domestic capital to purchase the output. China must export accordingly.
China's second strategic concern derives from the first. China's industrial base by design produces more than its domestic economy can consume, so China must export goods to the rest of the world while importing raw materials. The Chinese therefore must do everything possible to ensure international demand for their exports. This includes a range of activities, from investing money in the economies of consumer countries to establishing unfettered access to global sea-lanes.

The third strategic interest is in maintaining control over buffer states. The population of the historical Han Chinese heartland is clustered in the eastern third of the country, where ample precipitation distinguishes it from the much more dry and arid central and western thirds. China's physical security therefore depends on controlling the four non-Han Chinese buffer states that surround it: Manchuria, Inner Mongolia, Xinjiang and Tibet. Securing these regions means China can insulate itself from Russia to the north, any attack from the western steppes, and any attack from India or Southeast Asia.
Controlling the buffer states provides China geographical barriers -- jungles, mountains, steppes and the Siberian wasteland -- that are difficult to surmount and creates a defense in depth that puts any attacker at a grave disadvantage.

Challenged Interests

Today, China faces challenges to all three of these interests.
The economic downturn in Europe and the United States, China's two main customers, has exposed Chinese exports to increased competition and decreased appetite. Meanwhile, China has been unable to appropriately increase domestic demand and guarantee access to global sea-lanes independent of what the U.S. Navy is willing to allow.
Those same economic stresses also challenge China domestically. The wealthier coast depends on trade that is now faltering, and the impoverished interior requires subsidies that are difficult to provide when economic growth is slowing substantially.

In addition, two of China's buffer regions are in flux. Elements within Tibet and Xinjiang adamantly resist Han Chinese occupation. China understands that the loss of these regions could pose severe threats to China's security, particularly if such losses would draw India north of the Himalayas or create a radical Islamic regime in Xinjiang.
The situation in Tibet is potentially the most troubling. Outright war between India and China -- anything beyond minor skirmishes -- is impossible so long as both are separated by the Himalayas. Neither side could logistically sustain large-scale multi-divisional warfare in that terrain. But China and India could threaten one another if they were to cross the Himalayas and establish a military presence on the either side of the mountain chain. For India, the threat would emerge if Chinese forces entered Pakistan in large numbers. For China, the threat would occur if large numbers of Indian troops entered Tibet.

China therefore constantly postures as if it were going to send large numbers of forces into Pakistan, but in the end, the Pakistanis have no interest in de facto Chinese occupation -- even if the occupation were directed against India. Likewise, the Chinese are not interested in undertaking security operations in Pakistan. The Indians have little interest in sending forces into Tibet in the event of a Tibetan revolution. For India, an independent Tibet without Chinese forces would be interesting, but a Tibet where the Indians would have to commit significant forces would not be. As much as the Tibetans represent a problem for China, the problem is manageable. Tibetan insurgents might receive some minimal encouragement and support from India, but not to a degree that would threaten Chinese control.

So long as the internal problems in Han China are manageable, so is Chinese domination of the buffer states, albeit with some effort and some damage to China's reputation abroad.
The key for China is maintaining interior stability. If this portion of Han China destabilizes, control of the buffers becomes impossible. Maintaining interior stability requires the transfer of resources, which in turn requires the continued robust growth of the Chinese coastal economy to generate the capital to transfer inland. Should exports stop flowing out and raw materials in, incomes in the interior would quickly fall to politically explosive levels. (China today is far from revolution, but social tensions are increasing, and China must use its security apparatus and the People's Liberation Army to control these tensions.)
Maintaining those flows is a considerable challenge. The very model of employment and market share over profitability misallocates scores of resources and breaks the normally self-regulating link between supply and demand. One of the more disruptive results is inflation, which alternatively raises the costs of subsidizing the interior while eroding China's competitiveness with other low-cost global exporters.

For the Chinese, this represents a strategic challenge, a challenge that can only be countered by increasing the profitability on Chinese economic activity. This is nearly impossible for low value-added producers. The solution is to begin manufacturing higher value-added products (fewer shoes, more cars), but this necessitates a different sort of work force, one with years more education and training than the average Chinese coastal inhabitant, much less someone from the interior. It also requires direct competition with the well-established economies of Japan, Germany and the United States. This is the strategic battleground that China must attack if it is to maintain its stability.

A Military Component

Besides the issues with its economic model, China also faces a primarily military problem. China depends on the high seas to survive. The configuration of the South China Sea and the East China Sea render China relatively easy to blockade. The East China Sea is enclosed on a line from Korea to Japan to Taiwan, with a string of islands between Japan and Taiwan. The South China Sea is even more enclosed on a line from Taiwan to the Philippines, and from Indonesia to Singapore. Beijing's single greatest strategic concern is that the United States would impose a blockade on China, not by positioning its 7th Fleet inside the two island barriers but outside them. From there, the United States could compel China to send its naval forces far away from the mainland to force an opening -- and encounter U.S. warships -- and still be able to close off China's exits.

That China does not have a navy capable of challenging the United States compounds the problem. China is still in the process of completing its first aircraft carrier; indeed, its navy is insufficient in size and quality to challenge the United States. But naval hardware is not China's greatest challenge. The United States commissioned its first aircraft carrier in 1922 and has been refining both carrier aviation and battle group tactics ever since. Developing admirals and staffs capable of commanding carrier battle groups takes generations. Since the Chinese have never had a carrier battle group in the first place, they have never had an admiral commanding a carrier battle group.
China understands this problem and has chosen a different strategy to deter a U.S. naval blockade: anti-ship missiles capable of engaging and perhaps penetrating U.S. carrier defensive systems, along with a substantial submarine presence. The United States has no desire to engage the Chinese at all, but were this to change, the Chinese response would be fraught with difficulty.
While China has a robust land-based missile system, a land-based missile system is inherently vulnerable to strikes by cruise missiles, aircraft, unmanned aerial vehicles currently in development and other types of attack. China's ability to fight a sustained battle is limited. Moreover, a missile strategy works only with an effective reconnaissance capability. You cannot destroy a ship if you do not know where it is. This in turn necessitates space-based systems able to identify U.S. ships and a tightly integrated fire-control system. That raises the question of whether the United States has an anti-satellite capability. We would assume that it does, and if the United States used it, it would leave China blind.

China is therefore supplementing this strategy by acquiring port access in countries in the Indian Ocean and outside the South China Sea box. Beijing has plans to build ports in Myanmar, which is flirting with ending its international isolation, and Pakistan. Beijing already has financed and developed port access to Gwadar in Pakistan, Colombo and Hambantota in Sri Lanka, Chittagong in Bangladesh, and it has hopes for a deepwater port at Sittwe, Myanmar. In order for this strategy to work, China needs transportation infrastructure linking China to the ports. This means extensive rail and road systems. The difficulty of building this in Myanmar, for example, should not be underestimated.
But more important, China needs to maintain political relationships that will allow it to access the ports. Pakistan and Myanmar, for example, have a degree of instability, and China cannot assume that cooperative governments will always be in place in such countries. In Myanmar's case, recent political openings could result in Naypyidaw's falling out of China's sphere of influence. Building a port and roads and finding that a coup or an election has created an anti-Chinese government is a possibility. Given that this is one of China's fundamental strategic interests, Beijing cannot simply assume that building a port will give it unrestricted access to the port. Add to this that roads and rail lines are easily sabotaged by guerrilla forces or destroyed by air or missile attacks.

In order for the ports on the Indian Ocean to prove useful, Beijing must be confident in its ability to control the political situation in the host country for a long time. That sort of extended control can only be guaranteed by having overwhelming power available to force access to the ports and the transportation system. It is important to bear in mind that since the Communists took power, China has undertaken offensive military operations infrequently -- and to undesirable results. Its invasion of Tibet was successful, but it was met with minimal effective resistance. Its intervention in Korea did achieve a stalemate but at horrendous cost to the Chinese, who endured the losses but became very cautious in the future. In 1979, China attacked Vietnam but suffered a significant defeat. China has managed to project an image of itself as a competent military force, but in reality it has had little experience in force projection, and that experience has not been pleasant.

Internal Security vs. Power Projection

The reason for this inexperience stems from internal security. The People's Liberation Army (PLA) is primarily configured as a domestic security force -- a necessity because of China's history of internal tensions. It is not a question of whether China is currently experiencing such tensions; it is a question of possibility. Prudent strategic planning requires building forces to deal with worst-case situations. Having been designed for internal security, the PLA is doctrinally and logistically disinclined toward offensive operations. Using a force trained for security as a force for offensive operations leads either to defeat or very painful stalemates. And given the size of China's potential internal issues and the challenge of occupying a country like Myanmar, let alone Pakistan, building a secondary force of sufficient capability might not outstrip China's available manpower but would certainly outstrip its command and logistical capabilities. The PLA was built to control China, not to project power outward, and strategies built around the potential need for power projection are risky at best. It should be noted that since the 1980s the Chinese have been attempting to transfer internal security responsibilities to the People's Armed Police, the border forces and other internal security forces that have been expanded and trained to deal with social instability. But despite this restructuring, there remain enormous limitations on China's ability to project military power on a scale sufficient to challenge the United States directly.

There is a disjuncture between the perception of China as a regional power and the reality. China can control its interior, but its ability to control its neighbors through military force is limited. Indeed, the fear of a Chinese invasion of Taiwan is unfounded. It cannot mount an amphibious assault at that distance, let alone sustain extended combat logistically. One option China does have is surrogate guerrilla warfare in places like the Philippines or Indonesia. The problem with such warfare is that China needs to open sea-lanes, and guerrillas -- even guerrillas armed with anti-ship missiles or mines -- can at best close them.

Political Solution

China therefore faces a significant strategic problem. China must base its national security strategy on what the United States is capable of doing, not on what Beijing seems to want at the moment. China cannot counter the United States at sea, and its strategy of building ports in the Indian Ocean suffers from the fact that its costs are huge and the political conditions for access uncertain. The demands of creating a force capable of guaranteeing access runs counter to the security requirements inside China itself.

As long as the United States is the world's dominant naval power, China's strategy must be the political neutralization of the United States. But Beijing must make certain that Washington does not feel so pressured that it chooses blockade as an option. Therefore, China must present itself as an essential part of U.S. economic life. But the United States does not necessarily see China's economic activity as beneficial, and it is unclear whether China can maintain its unique position with the United States indefinitely. Other, cheaper alternatives are available. China's official rhetoric and hard-line stances, designed to generate nationalist support inside the country, might be useful politically, but they strain relations with the United States. They do not strain relations to the point of risking military conflict, but given China's weakness, any strain is dangerous. The Chinese feel they know how to walk the line between rhetoric and real danger with the United States. It is still a delicate balance.

There is a perception that China is a rising regional and even global power. It may be rising, but it is still far from solving its fundamental strategic problems and further yet from challenging the United States. The tensions within China's strategy are certainly debilitating, if not fatal. All of its options have serious weaknesses. China's real strategy must be to avoid having to make risky strategic choices. China has been fortunate for the past 30 years being able to avoid such decisions, but Beijing utterly lacks the tools required to reshape that environment. Considering how much of China's world is in play right now -- Sudanese energy disputes and Myanmar's political experimentation leap to mind -- this is essentially a policy of blind hope.

The State of the World: Germany's Strategy

The idea of Germany having an independent national strategy runs counter to everything that Germany has wanted to be since World War II and everything the world has wanted from Germany. In a way, the entire structure of modern Europe was created to take advantage of Germany's economic dynamism while avoiding the threat of German domination. In writing about German strategy, I am raising the possibility that the basic structure of Western Europe since World War II and of Europe as a whole since 1991 is coming to a close.

If so, then the question is whether historical patterns of German strategy will emerge or something new is coming. It is, of course, always possible that the old post-war model can be preserved. Whichever it is, the future of German strategy is certainly the most important question in Europe and quite possibly in the world.

Origins of Germany's Strategy
Before 1871, when Germany was fragmented into a large number of small states, it did not pose a challenge to Europe. Rather, it served as a buffer between France on one side and Russia and Austria on the other. Napoleon and his campaign to dominate Europe first changed the status of Germany, both overcoming the barrier and provoking the rise of Prussia, a powerful German entity. Prussia became instrumental in creating a united Germany in 1871, and with that, the geopolitics of Europe changed.

What had been a morass of states became not only a unified country but also the most economically dynamic country in Europe -- and the one with the most substantial ground forces. Germany was also  inherently insecure. Lacking any real strategic depth, Germany could not survive a simultaneous attack by France and Russia. Therefore, Germany's core strategy was to prevent the emergence of an alliance between France and Russia. However, in the event that there was no alliance between France and Russia, Germany was always tempted to solve the problem in a more controlled and secure way, by defeating France and ending the threat of an alliance. This is the strategy Germany has chosen for most of its existence.
The dynamism of Germany did not create the effect that Germany wanted. Rather than split France and Russia, the threat of a united Germany drew them together. It was clear to France and Russia that without an alliance, Germany would pick them off individually. In many ways, France and Russia benefited from an economically dynamic Germany. It not only stimulated their own economies but also provided an alternative to British goods and capital. Nevertheless, the economic benefits of relations with Germany did not eliminate the fear of Germany. The idea that economics rule the decisions of nations is insufficient for explaining their behavior.

Germany was confronted with a strategic problem. By the early 20th century the Triple Entente, signed in 1907, had allied Russia, France and the United Kingdom. If they attacked simultaneously at a time of their choosing, these countries could destroy Germany. Therefore, Germany's only defense was to launch a war at a time of its choosing, defeat one of these countries and deal with the others at its leisure. During both World War I and World War II, Germany first struck at France and then turned to deal with Russia while keeping the United Kingdom at bay. In both wars, the strategy failed. In World War I, Germany failed to defeat France and found itself in an extended war on two fronts. In World War II, it defeated France but failed to defeat Russia, allowing time for an Anglo-American counterattack in the west.

Binding Germany to Europe
Germany was divided after World War II. Whatever the first inclinations of the victors, it became clear that a rearmed West Germany was essential if the Soviet Union was going to be contained. If Germany was to be rearmed, its economy had to be encouraged to grow, and what followed was the German economic miracle. Germany again became the most dynamic part of Europe.

The issue was to prevent Germany from returning to the pursuit of an autonomous national strategy, both because it could not resist the Soviet forces to the east by itself and, more important, because the West could not tolerate the re-emergence of divisive and dangerous power politics in Europe. The key was binding Germany to the rest of Europe militarily and economically. Put another way, the key was to make certain that German and French interests coincided, since tension between France and Germany had been one of the triggers of prior wars since 1871. Obviously, this also included other Western European countries, but it was Germany's relationship with France that was most important.

Militarily, German and French interests were tied together under the NATO alliance even after France withdrew from the NATO Military Committee under Charles de Gaulle. Economically, Germany was bound with Europe through the emergence of more sophisticated multilateral economic organizations that ultimately evolved into the European Union.

After World War II, West Germany's strategy was threefold. First, it had to defend itself against the Soviet Union in concert with an alliance that would effectively command its military through NATO. This would limit German sovereignty but eliminate the perception of Germany as a threat. Second, it would align its economy with that of the rest of Europe, pursuing prosperity without undermining the prosperity of other countries. Third, it would exercise internal political sovereignty, reclaiming its rights as a nation without posing a geopolitical threat to Western Europe. After the fall of the Soviet Union, this was extended to include Eastern European states.
The strategy worked well. There was no war with the Soviets. There was no fundamental conflict in Western Europe and certainly none that was military in nature. The European economy in general, and the German economy in particular, surged once East Germany had been reintegrated with West Germany. With reintegration, German internal sovereignty was insured. Most important, France remained linked to Germany via the European Union and NATO. Russia, or what was left after the collapse of the Soviet Union, was relatively secure so long as Germany remained part of European structures. The historical strategic problem Germany had faced appeared solved.

Europe's Economic Crisis
The situation became more complex after 2008. Germany's formal relationship with NATO remained intact, but without the common threat of the Soviet Union, the alliance was fracturing over the divergent national interests of its members. The European Union had become Germany's focus, and the bloc had come under intense pressure that made the prior alignment of all European countries more dubious. Germany needed the European Union. It needed it for the reasons that have existed since World War II: as a foundation of its relationship with France and as a means to ensure that national interest would not generate the kinds of conflicts that had existed in the past.
It needed the European Union for another reason as well. Germany is the second-largest exporter in the world. It exports to many countries, but Europe is a critical customer. The free-trade zone that was the foundation of the European Union was also one of the foundations of the German economy. Protectionism in general, but certainly protectionism in Europe, threatened Germany, whose industrial plant substantially outstripped its domestic consumption. The pricing of the euro aided German exports, and regulations in Brussels gave Germany other advantages. The European Union, as it existed between 1991 and 2008, was critical to Germany.
However, the European Union no longer functions as it once did. The economic dynamics of Europe have placed many countries at a substantial disadvantage, and the economic crisis of 2008 triggered a sovereign debt crisis and banking crisis in Europe.
There were two possible solutions in the broadest sense. One was that the countries in crisis impose austerity in order to find the resources to solve their problem. The other was that the prosperous part of Europe underwrites the debts, sparing these countries the burden of austerity. The solution that has been chosen is obviously a combination of the two, but the precise makeup of that combination was and remains a complex matter for negotiation.

Germany needs the European Union to survive for both political and economic reasons. The problem is that it is not clear that a stable economic solution can emerge that will be supported by the political systems in Europe.
Germany is prepared to bail out other European countries if they impose austerity and then take steps to make sure that the austerity is actually implemented to the degree necessary and that the crisis is not repeated. From Germany's point of view, the roots of the crisis lie in the fiscal policies of the troubled countries. Therefore, the German price for underwriting part of the debt is that European bureaucrats, heavily oriented toward German policies, be effectively put in charge of the finances of countries receiving aid against default.

This would mean that these countries would not control either taxes or budgets through their political system. It would be an assault on democracy and national sovereignty. Obviously, there has been a great deal of opposition from potential recipients of aid, but it is also opposed by some countries that see it as something that would vastly increase the power of Germany. If you accept the German view, which is that the debt crisis was the result of reckless spending, then Germany's proposal is reasonable. If you accept the view of southern Europe, which is that the crisis was the result of the European Union's design, then what Germany is proposing is the imposition of German power via economics.

It is difficult to imagine a vast surrender of sovereignty to a German-dominated EU bureaucracy, whatever the economic cost. It is also difficult to imagine Germany underwriting the debt without some controls beyond promises; even if the European Union is vitally important to the Germans, German public opinion will not permit it. Finally, it is difficult to see how, in the long term, the Europeans can reconcile their differences on this issue. The issue must come to a head, if not in this financial crisis then in the next -- and there is always a next crisis.

An Alternative Strategy
In the meantime, the basic framework of Europe has changed since 1991. Russia remains a shadow of the Soviet Union, but it has become a major exporter of natural gas. Germany depends on that natural gas even as it searches for alternatives. Russia is badly in need of technology, which Germany has in abundance. Germany does not want to invite in any more immigrants out of fear of instability. However, with a declining population, Germany must do something.

Russia also has a declining population, but even so, it has a surplus of workers, both unemployed and underemployed. If the workers cannot be brought to the factories, the factories can be brought to the workers. In short, there is substantial synergy between the Russian and German economies. Add to this that the Germans feel under heavy pressure from the United States to engage in actions the Germans want to be left out of, while the Russians see the Americans as a threat to their interests, and there are politico-military interests that Germany and Russia have in common.

NATO is badly frayed. The European Union is under tremendous pressure and national interests are now dominating European interests. Germany's ability to use the European Union for economic ends has not dissipated but can no longer be relied on over the long term. Therefore, it follows that Germany must be considering an alternative strategy. Its relationship with Russia is such a strategy.
Germany is not an aggressive power. The foundation of its current strategy is its relationship with France in the context of the European Union. The current French government under President Nicolas Sarkozy is certainly committed to this relationship, but the French political system, like those of other European countries, is under intense pressure. The coming elections in France are uncertain, and the ones after that are even less predictable. The willingness of France to engage with Germany, which has a massive trade imbalance with France, is an unknown.

However, Germany's strategic interest is not necessarily a relationship with France but a relationship with either France or Russia to avoid being surrounded by hostile powers. For Germany, a relationship with Russia does as well as one with France. An ideal situation for Germany would be a Franco-German-Russian entente. Such an alliance has been tried in the past, but its weakness is that it would provide too much security to Germany, allowing it to be more assertive. Normally, France and Russia have opposed Germany, but in this case, it is certainly possible to have a continuation of the Franco-German alliance or a Russo-French alliance. Indeed, a three-way alliance might be possible as well.

Germany's current strategy is to preserve the European Union and its relationship with France while drawing Russia closer into Europe. The difficulty of this strategy is that Germany's trade policies are difficult for other European countries to manage, including France. If Germany faces an impossible situation with the European Union, the second strategic option would be a three-way alliance, with a modified European Union or perhaps outside of the EU structure. If France decides it has other interests, such as its idea of a Mediterranean Union, then a German-Russian relationship becomes a real possibility.

A German-Russian relationship would have the potential to tilt the balance of power in the world. The United States is currently the dominant power, but the combination of German technology and Russian resources -- an idea dreamt of by many in the past -- would become a challenge on a global basis. Of course, there are bad memories on both sides, and trust in the deepest sense would be hard to come by. But although alliances rely on trust, it does not necessarily have to be deep-seated trust.

Germany's strategy, therefore, is still locked in the EU paradigm. However, if the EU paradigm becomes unsupportable, then other strategies will have to be found. The Russo-German relationship already exists and is deepening. Germany thinks of it in the context of the European Union, but if the European Union weakens, Russia becomes Germany's natural alternative.

Geopolitical Journey:Iran at a Crossroads

Geopolitically, a trip to Iran could not come at a better time. Iran is an emerging power seeking to exploit the vacuum created by the departure of U.S. troops from Iraq, which is scheduled to conclude in a little more than three months. Tehran also plays a major role along its eastern border, where Washington is seeking a political settlement with the Taliban to facilitate a U.S. withdrawal from Afghanistan.


The Islamic republic simultaneously is trying to steer popular unrest in the Arab world in its favor. That unrest in turn has significant implications for the Israeli-Palestinian conflict, an issue in which Iran has successfully inserted itself over the years. The question of the U.S.-Iranian relationship also looms — does accommodation or confrontation lie ahead? At the same time, the Iranian state — a unique hybrid of Shiite theocracy and Western republicanism — is experiencing intense domestic power struggles.
This is the geopolitical context in which I arrived at Imam Khomeini International airport late Sept. 16. Along with several hundred foreign guests, I had been invited to attend a Sept. 17-18 event dubbed the “Islamic Awakening” conference, organized by the office of Supreme Leader Ayatollah Ali Khamenei. Given the state of Iranian-Western ties and my position as a senior analyst with a leading U.S.-based private intelligence company, the invitation came as surprise.

With some justification, Tehran views foreign visitors as potential spies working to undermine Iranian national security. The case of the American hikers jailed in Iran (two of whom were released the day of my return to Canada) provided a sobering example of tourism devolving into accusations of espionage.
Fortunately for me, STRATFOR had not been placed on the list of some 60 Western organizations (mostly American and British think tanks and civil society groups) banned as seditious in early 2010 following the failed Green Movement uprising. Still, the Iranian regime is well aware of our views on Iranian geopolitics.
In addition to my concerns about how Iranian authorities would view me, I also worried about how attending a state-sponsored event designed to further Iranian geopolitical interests where many speakers heavily criticized the United States and Israel would look in the West. In the end, I set my trepidations aside and opted for the trip.

Geopolitical Observations in Tehran

STRATFOR CEO and founder George Friedman has written of geopolitical journeys, of how people from diverse national backgrounds visiting other countries see places in very different ways. In my case, my Pakistani heritage, American upbringing, Muslim religious identity and Canadian nationality allowed me to navigate a milieu of both locals and some 700 delegates of various Arab and Muslim backgrounds. But the key was in the way STRATFOR trains its analysts to avoid the pitfall that many succumb to — the blurring of what is really happening with what we may want to see happen.
The foreigner arriving in Iran immediately notices that despite 30 years of increasingly severe sanctions, the infrastructure and systems in the Islamic republic appear fairly solid. As a developing country and an international pariah, one would expect infrastructure along the lines of North Korea or Cuba. But Iran’s construction, transportation and communications infrastructure shares more in common with apartheid-era South Africa, and was largely developed indigenously.

Also notable was the absence of any visible evidence of a police state. Considering the state’s enormous security establishment and the recent unrest surrounding the Green Movement, I expected to see droves of elite security forces. I especially expected this in the northern districts of the capital, where the more Westernized segment of society lives and where I spent a good bit of time walking and sitting in cafes.
Granted, I didn’t stay for long and was only able to see a few areas of the city to be able to tell, but the only public display of opposition to the regime was “Death to Khamenei” graffiti scribbled in small letters on a few phone booths on Vali-e-Asr Avenue in the Saadabad area. I saw no sign of Basij or Islamic Revolutionary Guard Corps personnel patrolling the streets, only the kind of police presence one will find in many countries.
This normal security arrangement gave support to STRATFOR’s view from the very beginning that the unrest in 2009 was not something the regime couldn’t contain. As we wrote then and I was able to see firsthand last week, Iran has enough people who — contrary to conventional wisdom — support the regime, or at the very least do not seek its downfall even if they disagree with its policies.
I saw another sign of support for the Islamic republic a day after the conference ended, when the organizers arranged a tour of the mausoleum of the republic’s founder, Ayatollah Ruhollah Khomeini. We visited the large complex off a main highway on the southern end of town on a weekday; even so, numerous people had come to the shrine to pay their respects — several with tears in their eyes as they prayed at the tomb.
Obviously, the intensity of religious feelings varies in Iran, but a significant stratum of the public remains deeply religious and still believes in the national narrative of the revolutionary republic. This fact does not get enough attention in the Western media and discourse, clouding foreigners’ understanding of Iran and leading to misperceptions of an autocratic clergy clinging to power only by virtue of a massive security apparatus.
In the same vein, I had expected to see stricter enforcement of religious attire on women in public after the suppression of the Green Movement. Instead, I saw a light-handed approach on the issue. Women obeyed the requirement to cover everything but their hands and faces in a variety of ways. Some women wore the traditional black chador. Others wore long shirts and pants and scarves covering their heads. Still others were dressed in Western attire save a scarf over their head, which was covering very little of their hair.

The dress code has become a political issue in Iran, especially in recent months in the context of the struggle between conservative factions. President Mahmoud Ahmadinejad, who has encountered growing opposition from both pragmatic and ultraconservative forces, has come under criticism from clerics and others for alleged moral laxity when it comes to female dress codes. Even so, the supreme leader has not moved to challenge Ahmadinejad on this point.

Ahmadinejad and the Clerical-Political Divide

In sharp contrast with his first term, Ahmadinejad — the most ambitious and assertive president since the founding of the Islamic republic in 1979 — has been trying to position himself as the pragmatist in his second term while his opponents come out looking like hard-liners. In recent months his statements have become less religiously informed, though they have retained their nationalist and radical anti-Western tone.
For example, his speech at the conclusion of the second day of the conference on the theme of the event, Islamic Awakening, was articulated in non-religious language. This stood in sharp contrast to almost every other speaker. Ahmadinejad spoke of recent Arab unrest in terms of a struggle for freedom, justice and emancipation for oppressed peoples, while his criticism of the United States and Israel was couched in terms of how the two countries’ policies were detrimental to global peace as opposed to the raw ideological vitriol that we have seen in the not too distant past.

But while Iran’s intra-elite political struggles complicate domestic and foreign policymaking, they are not about to bring down the Islamic republic — at least not anytime soon. In the longer term, the issue at the heart of all disputes — that of shared governance by clerics and politicians — does pose a significant challenge to the regime. This tension has existed throughout the nearly 32-year history of the Islamic republic, and it will continue to be an issue into the foreseeable future as Iran focuses heavily on the foreign policy front.

Iran’s Regional Ambitions

In fact, the conference was all about Iran’s foreign policy ambitions to assume intellectual and geopolitical leadership of the unrest in the Arab world. Iran is well aware that it is in competition with Turkey over leadership for the Middle East and that Ankara is in a far better position than Iran economically, diplomatically and religiously as a Sunni power. Nevertheless, Iran is trying to position itself as the champion of the Arab masses who have risen up in opposition to autocratic regimes. The Iranian view is that Turkey cannot lead the region while remaining aligned with Washington and that Saudi Arabia’s lack of enthusiasm for the uprisings works in Tehran’s favor.
The sheer number of Iranian officials who are bilingual (fluent in Persian and Arabic) highlights the efforts of Tehran to overcome the ethno-linguistic geopolitical constraints it faces as a Persian country trying to operate in a region where most Muslim countries are Arab. While its radical anti-U.S. and anti-Israeli position has allowed it to circumvent the ethnic factor and attract support in the Arab and Muslim worlds, its Shiite sectarian character has allowed its opponents in Riyadh and elsewhere to restrict Iranian regional influence. In fact, Saudi Arabia remains a major bulwark against Iranian attempts expand its influence across the Persian Gulf and into Arabian Peninsula, as has been clear by the success that the Saudis have had in containing the largely Shiite uprising in Bahrain against the country’s Sunni monarchy.

Even so, Iran has developed some close relations across the sectarian divide, something obvious from the foreign participants invited to the conference. Thus in addition to the many Shiite leaders from Lebanon and Iraq and other parts of the Islamic world, the guest list included deputy Hamas leader Mousa Abu Marzook; Palestinian Islamic Jihad (PIJ) chief Ramadan Abdullah Shallah; a number of Egyptian religious, political, intellectual and business notables; the chief adviser to Sudanese President Omar al Bashir as well as the leader of the country’s main opposition party, Sadiq al-Mahdi; a number of Sunni Islamist leaders from Pakistan and Afghanistan, including former Afghan President Burhanuddin Rabbani whom I had the opportunity of speaking with only two days before he was assassinated in Kabul; and the head of Malaysia’s main Islamist group, PAS, which runs governments in a few states — just to name a few.
Tehran has had much less success in breaching the ideological chasm, something evidenced by the dearth of secular political actors at the conference. Its very name, Islamic Awakening, was hardly welcoming to secularists. It also did not accurately reflect the nature of the popular agitation in the Arab countries, which is not being led by forces that seek revival of religion. The Middle East could be described as experiencing a political awakening, but not a religious awakening given that Islamist forces are latecomers to the cause.
A number of my hosts asked me what I thought of the conference, prompting me to address this conceptual discrepancy. I told them that the name Islamic Awakening only made sense if one was referring the Islamic world, but that even this interpretation was flawed as the current unrest has been limited to Arab countries.
While speaker after speaker pressed for unity among Muslim countries and groups in the cause of revival and the need to support the Arab masses in their struggle against autocracy, one unmistakable tension was clear. This had to do with Syria, the only state in the Arab world allied with Iran. A number of speakers and members of the audience tried to criticize the Syrian regime’s efforts to crush popular dissent, but the discomfort this caused was plain. Syria has proven embarrassing for Iran and even groups like Hezbollah, Hamas and PIJ, which are having a hard time reconciling their support for the Arab unrest on one hand and supporting the Syrian regime against its dissidents on the other.

The Road Ahead

Attending this conference allowed me to meet and observe many top Iranian civil and military officials and the heads of Arab and other Muslim non-state actors with varying degree of relationships with Tehran. Analyzing them from a distance one tends to dismiss their ideology and statements as rhetoric and propaganda. Some of what they say is rhetoric, but beneath the rhetoric are also convictions.
We in the West often expect Iran to succumb to international pressure, seek rehabilitation in the international community and one day become friendly with the West. We often talk of a U.S.-Iranian rapprochement, but at a strategic level, the Iranian leadership has other plans.
While Iran would like normalized relations with Washington and the West, it is much more interested in maintaining its independence in foreign policy matters, not unlike China’s experience since establishing relations with the United States. As one Iranian official told me at the conference, when Iran re-establishes ties with the United States, it doesn’t want to behave like Saudi Arabia or to mimic Turkey under the Justice and Development Party.
Whether or not Iran will achieve its goals and to what extent remains unclear. The combination of geography, demography and resources means Iran will remain at the center of an intense geopolitical struggle, and I hope for further opportunities to observe these developments firsthand.

Arab Spring Leading to Israel’s Fall?

The so-called Arab Spring claimed its first Israeli casualties on August 18. A “terror squad” coordinated attacks on two buses and two cars, as well as Israeli troops, killing eight and wounding 40. As Israel tried to deal with terrorist bases in Gaza, Islamists fired over 100 rockets, killing 15 and wounding nearly 70.


This is just the beginning. The attacks have made Egypt more supportive of Hamas. Meanwhile, in response to the Arab Spring, Iran and its terrorist proxies are pushing for war with Israel to take the heat off men like Syrian President Bashar Assad.
Israel faces a three-front war. Its position will only get worse as Egypt slides toward radical Islam and Iran. The Arab Spring is already a disaster for Israel

A ‘Game Changer’ in Egypt
The August 18 terrorist attack couldn’t have happened with Hosni Mubarak running Egypt. Israeli officials say that a heavily armed group of Palestinians crossed into the Sinai from Gaza a month before, where they were joined by other militants. They then crossed the desert into Israel and attacked.
Mubarak clamped down on terrorists in the Sinai, and while he didn’t stop weapons flowing into Sinai, he did close the official border and limit the terrorists flowing out.

Now, it is anarchy.
Islamists attacked the gas pipeline from Egypt to Israel five times from February to July this year. They have burned down police stations and even the headquarters of Egypt’s state security in Rafah. The number of rockets in the Gaza Strip has doubled from 5,000 to 10,000 since the end of last year.
Even before the August 18 attacks, Israel was very unpopular with the Egyptian people. Now, the tension is even worse.

As Israel pursued the attackers, some Egyptian police were killed in the crossfire. This poured kerosene on the flames of Egypt’s animosity toward Israel. “What was tolerated in pre-revolution Egypt will not be in post-revolution Egypt,” wrote Egyptian Prime Minister Essam Sharaf.
A group of Egyptian politicians, including several of Egypt’s presidential hopefuls and the former leader of the Arab League, Amr Moussa, published a statement in local newspapers warning that Mubarak was “a strategic asset to Israel” but now, Egypt is ruled “by a strong popular will that does not know weakness or complicity and understands how to achieve retribution for the blood of the martyrs.”

At time of writing, Egypt has not completed its autopsy on the dead policemen, but don’t expect Egyptian leaders to call for retribution if it turns out they were killed by the terrorists.
The killings prompted protests outside the Israeli Embassy in Egypt. One man scaled the building and replaced the Israeli flag with an Egyptian one. He has been applauded across Egypt and on Facebook and Twitter.
Faced with Egyptian threats to recall Egypt’s ambassador, Israel apologized for the deaths. Egypt’s cabinet refused to accept the apology, saying it was “not in keeping with the magnitude of the incident and the state of Egyptian anger toward Israeli actions.”

The Egyptian people have long been anti-Israeli and anti-Semitic, but as JKC de Courcy of Intelligence Research pointed out, the “game-changer” is that now, “Egypt has to take account of popular opinion in a way that the Mubarak regime did not.” He continued: “Even under the transitional Supreme Military Council this factor is having an impact on Egyptian policy, and that will be even more the case once elections have been held” (August 24).

An Incentive for War
This incident is being exploited by Hamas and their Egyptian cousins, the Muslim Brotherhood. “There is evidence that Hamas and the Muslim Brotherhood are working together to refocus the energy of the Arab Spring onto Israel and the Palestinian question and away from the purely domestic issues that were the initial inspiration,” wrote de Courcy. 

Stratfor’s George Friedman warns that this pro-Palestinian sentiment “is a singular unifying force that might suffice to break the military’s power, or at least force the military to shift its Israeli policy” (August 22).
Hamas’s strategy is to attack Israel through front organizations—terrorist groups that it supports or controls but denies having any jurisdiction over. This means that if Israel bombs Gaza, Hamas can deny having provoked the conflict and simply play the victim. Sadly, history shows that most of the world will believe it.
“I find it difficult to believe that Hamas, with an excellent intelligence service inside Gaza and among the Islamist groups in the Sinai, would not at least have known these groups’ broad intentions and would not have been in a position to stop them,” wrote Friedman. “Just as Fatah created Black September in the 1970s, a group that appeared separate from Fatah but was in fact covertly part of it, the strategy of creating new organizations to take the blame for conflicts is an old tactic both for the Palestinians and throughout the world” (ibid).

Hamas has much to gain by provoking war. It would be almost impossible for Egypt’s government to keep its peace with Israel while popular opinion overwhelmingly supported the “innocent” Hamas as it was bombed in Gaza. Rather it would surely allow aid of every type to flow into Gaza to help Hamas confront the Israelis.
Such a war would also make it hard for Fatah, in the West Bank, to do nothing. There, popular opinion would be clamoring for an intifada, which could push Fatah to side with Hamas. Meanwhile, Israel would be condemned by the world for trying to defend itself.

Yet it is not only Hamas that has an incentive to attack Israel. Israel Surrounded
Wherever there is conflict in the Middle East, it seems Iran is nearly always involved.
The Washington Times wrote on August 24, “Iran’s supreme leader, Ayatollah Khamenei, has ordered the Revolutionary Guards to draw Israel into another Middle East war through their Islamic Jihad, Hamas and Hezbollah proxies in an effort to save Bashar Assad’s brutal regime in Syria, sources report.”
Assad’s troubles give Hezbollah a strong incentive to attack Israel. The terrorist group’s popularity has suffered as it has supported Assad. But if it takes the focus off Syria’s leader by attacking Israel, it can paint itself as the hero of the Arab world once again. And it can paint Assad’s enemies as agents of Israel. Even if Assad fell, Hezbollah would come out looking far stronger if it was pitched in battle against the Jews. “It would help Hezbollah create a moral foundation for itself independent of Syria,” Friedman explained.

So Israel has enemies to the north and south with strong incentives to start a war. Fatah in the east would face strong pressure to join them.
Israel faces the strong prospect of a three-front war. Its leaders seem aware of the danger. They have already announced that they will call on their reserves in September. But even if they weather the storm, they’re in a tough position. Egypt is still sliding inexorably toward Hamas and Iran. It has lost control of the Sinai. Israel has allowed a thousand more Egyptian troops to enter the Sinai to try and bring it under control—but when Egypt aligns with Iran, these troops will become the enemy.

Putin For President

Russian President Dmitry Medvedev has backed PM Vladimir Putin to succeed him next year, ending speculation over which man would run for the post.

Mr Medvedev made the announcement at the annual congress of the United Russia party, which Mr Putin leads.
The party dominates Russian politics and observers say Mr Putin's return to the Kremlin is now all but guaranteed.

He had already served two terms as president before Mr Medvedev took over in 2008.
Earlier, Mr Putin told the congress that Mr Medvedev should head the party's list of candidates in December's parliamentary elections.

Mr Medvedev then told delegates: "Given the offer to top the party list and engage in party work, and given a successful run at the elections... I believe that it would be appropriate for the congress to back the candidacy of the chairman of the party, Vladimir Putin, for the post of the president of the country."

There was no immediate reaction from Mr Putin or the party.
There have been months of speculation that Mr Putin plans to return to the Kremlin when elections are held in March.

US Deficit Deal

US President Barack Obama says Republican and Democratic leaders have reached an agreement on raising the US debt limit and avoiding default.

He said the deal would cut $1tn of spending over 10 years, and set up a committee to report by November on a proposal to further reduce the deficit.
But Congress still has to approve the deal, and with votes in both houses expected on Monday.


The parties face a Tuesday deadline to raise the $14.3tn (£8.7tn) debt limit.
"I want to announce that the leaders of both parties in both chambers have reached an agreement that will reduce the deficit and avoid default, a default that would have had a devastating effect on our economy," Mr Obama said.

The US president said it was not the deal he would have preferred, but noted that the compromise plan would make a "serious downpayment" on the US deficit.

Syrian Unrest


Syrian security forces have cracked down on anti-government protests across the country, killing 100 people in the city of Hama alone, reports say.

Witnesses said tanks moved into Hama at dawn, shelling civilians. Other towns also erupted in violence in one of the bloodiest days since protests began.
The government said troops had been sent in to Hama to remove barricades erected by the protesters. 

US officials accused the government of waging "full-on warfare" on its people.
The assault was a last act of utter desperation by the Syrian government, said JJ Harder, a US embassy spokesman in the capital, Damascus.

By early evening, activists in Hama told the BBC that the city was quiet, and that the tanks had pulled out to the city's perimeters after failing to gain control of the centre.

With this latest military operation, the authorities are sending a clear message that they will not tolerate large-scale unrest ahead of the month of Ramadan, when protests are expected to grow, says the BBC's Lina Sinjab in Damascus.
But the BBC correspondent says the people of Hama remain defiant, with some still out in streets shouting: "We will not be killed again," a reference to a massacre in 1982 when tens of thousands were killed.
Elsewhere in Syria, activists said about 30 people had been killed on Sunday amid widespread clashes.

An Earthshaking New Alliance


Russia’s navy is about to get more dangerous. On June 17 Russia agreed to buy two of the most advanced amphibious assault ships in the world. With one of these, the Black Sea fleet would have been able to complete its part in the 2008 invasion of Georgia in “40 minutes, not 26 hours,” said Russian naval commander Vladimir Vysotsky.

Each ship can carry 16 helicopters, four landing barges, 40 tanks and over 400 soldiers for up to six months—rising to 700 over short periods. The government-approved sale of the French Mistral Class landing vessels deal is “the most significant transfer of Western military technology to Russia since the end of World War ii,” wrote Stratfor (June 21). 
This is just part of a new alliance that is revolutionizing geopolitics. France is joining with Germany in breaking away from America’s foreign policy and instead moving toward Russia.
Russia is flush with cash and natural resources. But it needs technology and modernization in its military, its oil and gas industry, and in its economy.

Russia Wins the Gas War

This new alliance has given Russia the edge in the battle to control Europe’s resources.
Europe woke up to the fact that Russia controlled most of its gas supply in 2006. In the middle of a cold winter, Russia shut off the gas to Ukraine to try to bludgeon it into compliance. All of Europe soon felt the pinch.
Quickly Europe began to look for ways to wean itself off Russian gas. Enthusiasm grew for the proposed Nabucco pipeline—a gas line through Turkey that would bring natural gas directly from the Caucasus, skirting Russia.
But Europe was stabbed in the back by Germany. Rather than try to beat Russia, Germany decided to join it. Its now turning itself into a major hub for Russian gas, and gaining some of Russia’s power.

Despite opposition from pretty much every other country on the Baltic shore, Russia and Germany completed a 760-mile undersea gas pipeline on May 5. It is scheduled to begin operation this autumn, and a second pipeline will be completed later. 
The pipeline gives both Russia and Germany more power. Russia can cut off gas to Eastern Europe while still pumping gas to Western Europe through Germany. This means it can bring Eastern Europe to heel without antagonizing the west.
Germany, meanwhile, will be able to control Western Europe’s gas supplies. As we wrote in May 2007:
German strategists realize that once the pipeline is complete, they will hold the same gas supply trump card over downstream countries that Russia holds over many Eastern European countries. …

The world has witnessed how Russia used control of gas supplies to extract political and economic concessions from … Ukraine, Belarus, Estonia, Latvia, Lithuania, Moldova, Georgia and Armenia. Is it so inconceivable that Germany, Russia’s old pre-World War
ii collaborator, would ever seek to do the same?
Across Europe, nations are renouncing nuclear power. These countries will almost certainly have to replace their nuclear power with natural gas, at least in the short term. It is readily available and less polluting than coal or oil. The International Energy Agency recently predicted a “golden age of gas.” This means more power to Russia and Germany.

Meanwhile, Russia has, with German help, probably killed Nabucco. In June, Russian state-controlled gas company Gazprom signed a memorandum of understanding about the possibility of forming a strategic partnership with German utility company rwe to build gas- and coal-fired energy plants across Europe. rwe is the main partner in the Nabucco consortium. Nabucco is already having problems. Gazprom should have no problem using its new influence with rwe to scupper the project. 
Five years after Russia shut off Ukraine’s gas, Russia and Germany have split control of a vast chunk of Europe’s gas.
And Russia and Germany’s cooperation seems set to continue. As German Chancellor Angela Merkel and Russian President Dmitry Medvedev co-chaired talks on July 18 to 19 between the two governments in Hanover, Russia offered Germany a partnership to develop Russia’s reserves of rare earth minerals, metals that are vital in many modern devices.

France is looking to get in on the action too. On July 20, Russia cleared the way for French energy giant Total to join Russia’s most important natural gas project—the Yamal Arctic project. Russia’s Yamal peninsula holds the world’s largest natural gas reserves and Russia will have to develop this area if it wants to continue to dominate Europe’s natural gas market.
But the Yamal peninsula presents huge challenges. It is north of the Arctic Circle and becomes swampy in the summer—meaning that drilling can only go on in the dark of winter. Total will bring some of the technical expertise needed to make the project a success.

Echoes of Rapallo 
France isn’t the only military power Russia is working with. On June 17, Germany’s Rheinmetall signed a $398 million contract to build a “state of the art” troop training center in Russia that will eventually be able to train thousands.
“This,” writes the National Interest, “brings back memories of the post-Rapallo 1920s and early 1930s secret cooperation between the ussr’s Red Army and the Weimar Germany’s Reichswehr, which allowed the latter to develop and test weapons in Russia, forbidden under the Treaty of Versailles.” 
Rheinmetall is not controlled by the German government, but Berlin is allowing the deal to go ahead. Can you imagine the U.S. allowing Lockheed Martin to sell “state of the art” equipment to Russia?
While signing the contract with Rheinmetall, Russian Defense Minister Anatoly Serdyukov toured a Rheinmetall testing center. Until recently it was rumored that Russia would buy German Leopard tanks. Instead, the Russian defense industry is now interested in using German armor in Russian vehicles, according to Komsomolskaya Pravda
These are small beginnings for German-Russian military cooperation. But any kind of cooperation is bound to make the central European countries that were invaded by both Germany and Russia nervous.
In fact, it is the growing Russian-German relationship that has pushed France toward making the Mistral deal. “France sees Berlin and Moscow cooperating and wants to make sure it develops its own relationship with Russia independent of its relationship with Germany,” wrote Stratfor. “The easiest way to do this is to offer Russia military and energy technology that Germany simply does not have” (June 21). 
Germany has risen to become the leader of Europe. It is newly powerful and newly independent—breaking with the U.S., for example, over the decision to intervene in Libya. At the same time, it is forging an alliance with Russia.
As Brad Macdonald wrote on theTrumpet.com back in 2009, “History is consistent on this point: Germany and Russia are not close friends, and any appearance that they are is a harbinger of conflict …. [T]he formation of a Russian-German axis is currently one of the most significant and underrated trends on the world scene! … Unlike America, the Kremlin is well aware of European history and sees that Germany has restored itself as the dominant power and natural leader of Europe. By forging closer ties with Berlin, the Russians are getting on good terms with the political, military and economic entity that will determine Europe’s future.” 
Just as in the past, Russia and Germany both benefit, in the short term, from the alliance. But as Germany grows in power, the two will become competitors. Watch this German-Russian relationship closely as history repeats itself.

Report: ‘U.S. paying salaries for jailed Palestinian terrorists’

More than $5 million each month is spent by the Palestinian Authority (PA) to pay salaries of terrorists in Israeli prisons, according to a Palestinian Media Watch report presented to U.S. congressmen on Tuesday.


According to the media watchdog’s report, the money transfers
contravene U.S. law, which prohibits the funding of anyone who “engages in, or has engaged in terrorist activity.” 
“The U.S. funds the PA’s general budget,” the report reads. “Through the PA budget the U.S. is paying the salaries of terrorist murderers in prison and funding the glorification and role modeling of terrorists.” 
Authors of the report are attempting to persuade U.S. congressmen to cut U.S. funds to the PA because of its support and glorification of terrorists. According to the report, “A law signed and published in the official Palestinian Authority Registry in April 2011 puts all Palestinians and Israeli Arabs imprisoned in Israel for terror crimes on the PA payroll to receive a monthly salary from the PA.” The report says this law “formalizes what has long been a PA practice.” Anyone imprisoned for participating in the “struggle against the occupation [Israel]” qualifies to receive these payments. 
An official daily newspaper of the PA says that 5,500 Palestinian prisoners receive such funds. Palestinian Media Watch says the average monthly salary for these terrorist prisoners is ils3,129 (US$907), which is more than the average monthly wage of a PA civil servant. 
As a major foreign contributor to the Palestinian Authority’s budget, America is continuing to demonstrate its politically correct and weak approach to Palestinian terrorism, even as its support for ally Israel wanes.

The Western View of Russia

A months-long White House review of a pair of U.S. ballistic missile defense (BMD) installations slated for Poland and the Czech Republic is nearing completion. The review is expected to present a number of options ranging from pushing forward with the installations as planned to canceling them outright. The Obama administration has yet to decide what course to follow. Rumors are running wild in Poland and the Czech Republic that the United States has reconsidered its plan to place ballistic defense systems in their countries. The rumors stem from a top U.S. BMD lobbying group that said this past week that the U.S. plan was all but dead.
The ultimate U.S. decision on BMD depends upon both the upcoming summit of the five permanent U.N. Security Council members plus Germany on the Iranian nuclear program and Russia’s response to those talks. If Russia does not cooperate in sanctions, but instead continues to maintain close relations with Iran, we suspect that the BMD plan will remain intact. Either way, the BMD issue offers a good opportunity to re-examine U.S. and Western relations with Russia and how they have evolved.

Cold War vs. Post-Cold War

There has been a recurring theme in the discussions between Russia and the West over the past year: the return of the Cold War. U.S. President Barack Obama, for example, accused Russian Prime Minister Vladimir Putin of having one foot in the Cold War. The Russians have in turn accused the Americans of thinking in terms of the Cold War. Eastern Europeans have expressed fears that the Russians continue to view their relationship with Europe in terms of the Cold War. Other Europeans have expressed concern that both Americans and Russians might drag Europe into another Cold War.

For many in the West, the more mature and stable Western-Russian relationship is what they call the “Post-Cold War world.” In this world, the Russians no longer regard the West as an enemy, and view the other republics of the former Soviet Union (FSU) as independent states free to forge whatever relations they wish with the West. Russia should welcome or at least be indifferent to such matters. Russia instead should be concentrating on economic development while integrating lessons learned from the West into its political and social thinking. The Russians should stop thinking in politico-military terms, the terms of the Cold War. Instead, they should think in the new paradigm in which Russia is part of the Western economic system, albeit a backward one needing time and institution-building to become a full partner with the West. All other thinking is a throwback to the Cold War.

This was the thinking behind the idea of resetting U.S.-Russian relations. Hillary Clinton’s “reset” button was meant to move U.S.-Russian relations away from what Washington thought of as a return to the Cold War from its preferred period, which existed between 1991 and the deterioration of U.S.-Russian relations after Ukraine’s 2004 Orange Revolution. The United States was in a bimodal condition when it came to Russian relations: Either it was the Cold War or it was post-Cold War.
The Russians took a more jaundiced view of the post-Cold War world. For Moscow, rather than a period of reform, the post-Cold War period was one of decay and chaos. Old institutions had collapsed, but new institutions had not emerged. Instead, there was the chaos of privatization, essentially a wild free-for-all during which social order collapsed. Western institutions, including everything from banks to universities, were complicit in this collapse. Western banks were eager to take advantage of the new pools of privately expropriated money, while Western advisers were eager to advise the Russians on how to become Westerners. In the meantime, workers went unpaid, life expectancy and birth rates declined, and the basic institutions that had provided order under communism decayed — or worse, became complicit in the looting. The post-Cold War world was not a happy time in Russia: It was a catastrophic period for Russian power.
Herein lies the gulf between the West and the Russians. The West divides the world between the Cold War and the post-Cold War world. It clearly prefers the post-Cold War world, not so much because of the social condition of Russia, but because the post-Cold War world lacked the geopolitical challenge posed by the Soviet Union — everything from wars of national liberation to the threat of nuclear war was gone. From the Russian point of view, the social chaos of the post-Cold War world was unbearable. Meanwhile, the end of a Russian challenge to the West meant from the Russian point of view that Moscow was helpless in the face of Western plans for reordering the institutions and power arrangements of the region without regard to Russian interests.
As mentioned, Westerners think in term of two eras, the Cold War and the Post-Cold War era. This distinction is institutionalized in Western expertise on Russia. And it divides into two classes of Russia experts. There are those who came to maturity during the Cold War in the 1970s and 1980s, whose basic framework is to think of Russia as a global threat. Then, there are those who came to maturity in the later 1980s and 1990s. Their view of Russia is of a failed state that can stabilize its situation for a time by subordinating itself to Western institutions and values, or continue its inexorable decline.
These two generations clash constantly. Interestingly, the distinction is not so much ideological as generational. The older group looks at Russian behavior with a more skeptical eye, assuming that Putin, a KGB man, has in mind the resurrection of Soviet power. The post-Cold War generation that controlled U.S.-Russian policy during both the Clinton and Bush administrations is more interesting. During both administrations, this generation believed in the idea that economic liberalization and political liberalization were inextricably bound together. It believed that Russia was headed in the right direction if only Moscow did not try to reassert itself geopolitically and militarily, and if Moscow did not try to control the economy or society with excessive state power. It saw the Russian evolution during the mid-to-late 2000s as an unfortunate and unnecessary development moving Russia away from the path that was best for it, and it sees the Cold War generation’s response to Russia’s behavior as counterproductive.

The Post-Post Cold War World

The U.S. and other Westerners’ understanding of Russia is trapped in a nonproductive paradigm. For Russia, the choice isn’t between the Cold War or the Post-Cold War world. This dichotomy denies the possibility of, if you will, a post-post-Cold War world — or to get away from excessive posts, a world in which Russia is a major regional power, with a stable if troubled economy, functional society and regional interests it must protect.
Russia cannot go back to the Cold War, which consisted of three parts. First, there was the nuclear relationship. Second, there was the Soviet military threat to both Europe and the Far East; the ability to deploy large military formations throughout the Eurasian landmass. And third, there were the wars of national liberation funded and guided by the Soviets, and designed to create powers allied with the Soviets on a global scale and to sap U.S. power in endless counterinsurgencies.
While the nuclear balance remains, by itself it is hollow. Without other dimensions of Russian power, the threat to engage in mutual assured destruction has little meaning. Russia’s military could re-evolve to pose a Eurasian threat; as we have pointed out before, in Russia, the status of the economy does not historically correlate to Russian military power. At the same time, it would take a generation of development to threaten the domination of the European peninsula — and Russia today has far fewer people and resources than the whole of the Soviet Union and the Warsaw Pact that it rallied to that effort. Finally, while Russia could certainly fund insurgencies, the ideological power of Marxism is gone, and in any case Russia is not a Marxist state. Building wars of national liberation around pure finance is not as easy as it looks. There is no road back to the Cold War. But neither is there a road back to the post-Cold War period.
There was a period in the mid-to-late 1990s when the West could have destroyed the Russian Federation. Instead, the West chose a combined strategy of ignoring Russia while irritating it with economic policies that were unhelpful to say the least, and military policies like Kosovo designed to drive home Russia’s impotence. There is the old saw of not teasing a bear, but if you must, being sure to kill it. Operating on the myth of nation-building, the West thought it could rebuild Russia in its own image. To this day, most of the post-Cold War experts do not grasp the degree to which Russians saw their efforts as a deliberate attempt to destroy Russia and the degree to which Russians are committed never to return to that time. It is hard to imagine anything as infuriating for the Russians as the reset button the Clinton administration’s Russia experts — who now dominate Obama's Russia policy presented the Russian leadership in all seriousness-. The Russians simply do not intend to return to the Post-Cold War era Western -experts recall so fondly.
T-he resurrection of talks on the reduction of nuclear stockpiles provides an example of the post-Cold generation’s misjudgment in its response to Russia. These START talks once were urgent matters. They are not urgent any longer. The threat of nuclear war is not part of the current equation. Maintaining that semblance of parity with the United States and placing limits on the American arsenal are certainly valuable from the Russian perspective, but it is no longer a fundamental issue to them. Some have suggested using these talks as a confidence-building measure. But from the Russian point of view, START is a peripheral issue, and Washington’s focus on it is an indication that the United States is not prepared to take Russia’s current pressing interests seriously.
Continued lectures on human rights and economic liberalization, which fall on similarly deaf Russian ears, provide another example of the post-Cold War generation’s misjudgment in its response to Russia. The period in which human rights and economic liberalization were centerpieces of Russian state policy is remembered — and not only by the Russian political elite — as among the worst periods of recent Russian history. No one wants to go back there, but the Russians hear constant Western calls to return to that chaos. The Russians’ conviction is that post-Cold War Western officials want to finish the job they began. The critical point that post-Cold War officials frequently don’t grasp is that the Russians see them as at least as dangerous to Russian interests as the Cold War generation.
The Russian view is that neither the Cold War nor the post-Cold War is the proper paradigm. Russia is not challenging the United States for global hegemony. But neither is Russia prepared simply to allow the West to create an alliance of nations around Russia’s border. Russia is the dominant power in the FSU. Its economic strategy is to focus on the development and export of primary commodities, from natural gas to grain. In order to do this, it wants to align primary commodity policies in the republics of the former Soviet Union, particularly those concerning energy resources. Economic and strategic interests combine to make the status of the former Soviet republics a primary strategic interest. This is neither a perspective from the Cold War or from the post-Cold War, but a logical Russian perspective on a new age.
While Russia’s concerns with Georgia are the noisiest, it is not the key Russian concern in its near abroad — Ukraine is. So long as the United States is serious about including Ukraine in NATO, the United States represents a direct threat to Russian national security. A glance at a map shows why the Russians think this.
Russia remains interested in Central Europe as well. It is not seeking hegemony, but a neutral buffer zone between Germany in particular and the former Soviet Union, with former satellite states like Poland of crucial importance to Moscow. It sees the potential Polish BMD installation and membership of the Baltic states in NATO as direct and unnecessary challenges to Russian national interest.

Responding to the United States

As the United States causes discomfort for the Russians, Russia will in turn cause discomfort for the United States. The U.S. sore spot is the Middle East, and Iran in particular. Therefore, the Russians will respond to American pressure on them where it hurts Washington the most.
The Cold Warriors don’t understand the limits of Russian power. The post-Cold Warriors don’t understand the degree to which they are distrusted by Russia, and the logic behind that distrust. The post-Cold Warriors confuse this distrust with a hangover from the Cold War rather than a direct Russian response to the post-Cold War policies they nurtured.
This is not an argument for the West to accommodate the Russians; there are grave risks for the West there. Russian intentions right now do not forecast what Russian intentions might be were Moscow secure in the FSU and had it neutralized Poland. The logic of such things is that as problems are solved, opportunities are created. One therefore must think forward to what might happen through Western accommodation.
At the same time, it is vital to understand that neither the Cold War model nor the post-Cold War model is sufficient to understand Russian intentions and responses right now. We recall the feeling when the Cold War ended that a known and understandable world was gone. The same thing is now happening to the post-Cold War experts: The world in which they operated has dissolved. A very different and complex world has taken its place. Reset buttons are symbols of a return to a past the Russians reject. START talks are from a world long passed. The issues now revolve around Russia’s desire for a sphere of influence, and the willingness and ability of the West to block that ambition.
Somewhere between BMD in Poland and the threat posed by Iran, the West must make a strategic decision about Russia, and live with the consequences.
